Increments in a time-bound manner | MPhil/ Ph. D non-compounded increments should be merged in Basic Pay. Implementation of the letter of the University Grants Commission (UGC) F. no.1-2/2009(EC/PS)Pt.VII dated 10 June 2013 to grant non-compounded increments after acquiring M.Phil/ Ph.D degree by the Govt. College teachers. The non-compounded increment on acquiring M.Phil./ Ph.D degree has been approved by the Finance Department as per the UGC 7th Pay Commission guidelines, and it has already been implemented in universities of the State of Haryana. As per the recommendations of UGC, the teachers of the government colleges of Haryana are entitled to M. Phil./Ph.D. increments with immediate effect. |
Advance Increments to the teachers possessing professional qualification | Two non-compounded advance increments should be given to those who possess Professional qualification such as M.Tech/LLM etc. at the time of joining into service as Assistant Professor in Govt College, in accordance with UGC Regulations. |
Notional Increments | The provision of Notional Increment should be implemented for the teachers of the Higher Education Department, particularly in such cases where the joining of the teachers got affected by the court cases. |
Promotion under Career Advancement Scheme | All the pending cases of promotion from level-10 to level-11, level-11 to level-12 and level-12 to level-13 under Career Advancement Scheme (CAS) be cleared within 15 days, and a transparent, speedy and time bound mechanism may be devised in accordance with UGC Regulations on priority to avoid unnecessary delay in future. |
Post of Professor in Colleges | The post of Professor must be created in the Government Colleges and the teachers eligible for promotion should be promoted immediately. Most of the states such as Madhya Pradesh and Uttar Pradesh have already created the post of Professor in colleges |
Curbing the tendency of unnecessary delay and pendency | There are large number of cases relating to award of the next scale, old cases eligible for OPS, Pay Protection, Pay-Fixation, bills of Medical Reimbursement, Honorarium to the Teacher in-charge of various schemes, all types of permissions/NOC, despatch of the service books of teachers transferred long back against workload and getting salary from previous colleges, transfer of HRMS data to the present college, CCL applications, and various other applications pending or cases where the files are said to have been misplaced mysteriously. All these cases be cleared on priority and policy be framed to avoid unnecessary delay. |
Fixing the accountability for delay | The link of the File Tracking System should be provided to the concerned teacher, and the official responsible for undue delay should be held accountable. |
Reviewing the limit to purchase without quotation | In view of the increased prices of most of the essential items required on a day to day basis, the limit to purchase of items without quotations may be revised to avoid unnecessary office workload and paperwork. |
Transfer Policy | Rational, transparent, qualitative and effective Teachers' Transfer Policy be implemented with immediate effect. Following submissions may be taken care of while implementing the Policy:

Deputation Policy and Criteria | The practice of 3-days a week deputation should be done away with. However, in case of deputation on the basis of administrative exigency, there should be provision of TA/DA. All the administrative posts like DD and JD (Colleges) in the DGHE office should be filled with specific criteria and in a transparent manner. Therefore, there is an urgent need of Deputation Policy for college to college, and college to DGHE deputations. |
Updating the Seniority List on Real Time basis for Re-appointment and Promotions as Principal | Issue the latest updated Seniority List and promote the teachers out of the Seniority list as and when vacancy of the Principal occurs, and all the re-appointments of retired Principals be cancelled with immediate effect. |
Provision of all types of leave in accordance with UGC Regulations, 2018 | There should be a provision of all types of leave as provided in UGC Regulations, 2018 |
CCL | The cap for CCL should be removed, and Principal should be authorised to grant CCL upto three months. |
Citizen Charter | Implementation of the Citizen Charter and Standard Operating Procedures in the DGHE office. |
Exemption from Rural Service to avoid delay in award of promotion to the next level | Selection Grade as well as Senior Scale should be given with or without completion of rural service without any delay. |
Earned Leave in lieu of summer vacations for the academic session 2019-20, 2020-21 and 2021-22 | The teachers did not avail the summer vacations for the academic years 2019-20, 2020-21, 2021-22 due to COVID-19 pandemic. Therefore, the benefit of EL in lieu of summer vacations should be given. Note: As our higher education department is a vocational department, we get summer vacations with 6 day/week working and 10 earned leave as compared to non-vacational departments getting 30 Earned Leave and 5 days/week working. |
Involvement of HGCTA in Grievances Redressal Mechanism | It should be ensured that the senior most officers of the Higher Education Department discuss the progress report with the office bearers of the Teachers' Association every month for disposal of the pending cases of the teachers. There should be disposal of each file, after which the file should be returned with file noting. Teachers covered under Regularisation policy 2014 should be given their respective scales. There should be a provision of 12 extra special casual/duty leave for office bearers of teachers' Association. |
Office of HGCTA at DGHE Headquarter | DGHE should be designated space for the office bearers of the Association and the teachers visiting Shiksha Sadan on official duty. |
Election Duty | Election duties should be assigned in order of rank. |
Court Cases/ Legal Support | A legal expert should be appointed at all the district headquarters to assist the colleges to prepare the reply of court cases. |
Revoke Non-teaching work | Non-teaching workload like Passport, Voter id, soil testing, Duty Magistrate on various check posts, NDPS Act etc. should not be assigned to College teachers as it adversely affects the academic activities. |
Fill Vacant teaching and non-Posts | Vacant posts of teaching and non-teaching staff in the Government Colleges should be filled with immediate effect. Some of the candidates are waiting for their joining even after the declaration of final result by the HPSC one year ago. Recruitment of the Assistant Professors should be on an annual basis by the Directorate General of Higher Education for the smooth teaching work in the interest of students & society. Many new colleges don't have a single clerk. Therefore, the department should transfer non-teaching staff in those colleges or allow them to engage non-teaching staff at college level. |
Rural Service | Exempt Rural service condition for all including PH teachers. Only the colleges at the district headquarters should be considered urban, all other colleges should be treated as rural. Compulsory Rural service must be undone from those subjects, where there is no possibility of fulfilment of this requirement. The newly established colleges may be declared as Rural Area colleges. |
Curbing the corruption at Headquarter | Instances of corruption at the DGHE office are reported by the teachers. A zero-tolerance policy may be adopted to curb the malpractices. There should be provision of transfer of DGHE staff to colleges and vice-versa as a preventive measure. Long stay of non-teaching staff at DGHE breeds corrupt practices. |
Increase in Casual Leave for PH teachers | Transport Allowance be given in accordance with 7th Pay Commission instead of the existing slab. Casual leave for PH teachers should be increased to 20 and the casual leave for the male teachers should also be increased proportionately. |
Pension | Immediately scrap the New Pension Scheme and implement the Old Pension Scheme, and in between scrap the restriction of partial withdrawal. |
New Education Policy | NEP should only be implemented after thorough discussion with all the stakeholders including the teachers. The rights of public funded Higher Education must be ensured while implementing NEP. |
Promote Sports and Extra co-curricular Activities for teachers | The Higher Education Department should have its own team of various sports. This is the case in many departments and there should also be inter-college competitions for college teachers. |
Adoption and Implementation of UGC Regulations, 2018 in toto | UGC Regulations, 2018 should be adopted by Haryana government in toto including uniform Retirement age for state university/ Aided colleges and Govt. College teachers and provision of the post of Professor. |
Cashless Medical Facility | Cashless medical facilities should be made available to the teachers of Government Colleges with immediate effect. |
DA | The State Government should comply with the Union Government regarding the announcement of the increase in the DA rates. |
HRA | Increase in HRA from 8 to 9% with immediate effect |
Promotion (CAS) benefits to the teachers regularised under Policy, 2014 | The teachers regularised in 2014 be confirmed and promoted to the respective levels as per their eligibility, counting the past service rendered in government colleges. |
Class- I Status at Entry Level | The Class-I status to the Government College Teachers should be accorded from the joining/completion of probation instead of from the grant of Senior Scales as the teachers have the Grade Pay of Rs. 6000/- (Level 10 as per the Seventh Pay Commission) at the time of their joining. Also the rules pertaining to the Class I status should be notified immediately. So that there is no ambiguity in this regard. |
Discontinuation of Semester System | In view of the unnecessary burden of examinations twice a year, the students and teachers get limited time for the academic activities. Therefore, the Annual System of study and examination may be restored. |
Remuneration of Examination etc. | The existing rates of honorarium for the examination duties need to be revised to a respectable level, and the pending payments are required to be released without any delay. Pending bills of teachers (remuneration of theory & practical exam duty, TA/DA, Paper setting, etc.) must be cleared in a time bound manner and unnecessary objections on such bills must be avoided. University officials should clearly mention all the details of the bill (Name of duty, session, total amount claimed, total amount passed, etc.) which is passed and the amount which is deposited in the account of a teacher so that the teacher must know which bills are still pending. |
Common Academic Calendar | There should be a common academic calendar as well as a vacation schedule for all the universities. As far as possible, it should be in line with the school vacations. There should be a common scheme/syllabus of all the universities across Haryana. |
Provision of College Teachers as PhD Supervisors | The College teachers eligible to supervise PhD students as per UGC Regulations must be recognised as the Research Supervisors of all the state universities in the state. MDU Rohtak has already allowed the eligible teachers to supervise the PhD candidates, though with only one seat at a time. |
Reserved Seats for PhD and Study Leave for Course Work | There should be provision of direct entry of college teachers for admission to PhD programmes offered by the state universities in Haryana. Besides, the regular college teachers be exempted from regular classes of Course Work. OR Study leaves should be granted for Ph. D. Course work |
Role and Participation in University viz. Syllabus/formation and UG/PG Board | An active and effective role of the college teachers should be ensured in the process of curriculum formulation by the universities. UG board of study council meetings are conducted every year so that new names of examiners are added to the external examiner list. Therefore, affiliating universities should ensure active participation of college teachers in curriculum designing of UG and PG classes by making a provision of better participation in the Board of Studies of the affiliating universities. Universities should ask colleges every year about the addition of new names for the examiners' panel. |
Roll back Undue University burden | Stop outsourcing of works related to admission and examination by the universities to the colleges with immediate effect. Due to its direct burden on the teachers, the teaching work gets adversely affected. |
