Issues related to DG office
As per recommendation of UGC, the teachers of the government colleges of Haryana should be given the M. Phil./Ph.D. increments with immediate effect. It is already implemented in the universities of Haryana.
The cap for CCL should be removed. Sanctioning authority should be accorded to the Principals to allow CCL upto three months.
Implementation of the Citizen’s Charter in the DGHE office.
Selection Grade as well as Senior Scale should be given with or without completion of rural service without any delay.
Earned leave should be increased upto 30 per year. Most of the departments have 30 EL per year.
All the pending cases of Selection grade as well as Senior Scale must be cleared within a week. There should be a transparent, speedy and time bound mechanism for this in the future.
The process of promoting teachers as Associate Professors or grant of PB4 must be completed within 15 days. There should be a transparent, speedy and time bound mechanism for this in future.
There should be a provision for Medical Leave.
The provision of Notional Increment must be implemented for the teachers of the Higher Education Department.
Policy to get transferred against extension Lecturer.
Transparent, qualitative and effective Teachers' Transfer Policy should be implemented in the Government Colleges with immediate effect. During implementation of transfer policy, posts of Extension Lecture should be considered vacant and first time station filling option should be given to all . There are many elective subjects which are in only a few colleges, their station choices should be up to five. As NAAC visit is due in many colleges so the transfer policy should be implemented for the willing and not on mass scale.
Implementation of a Rational Transfer Policy.
Re-appointment of retired Principals in the Government Colleges should be cancelled with immediate effect. The process of promotion/direct recruitment to the post of Principal should be initiated immediately. A panel of teachers as per seniority should be made so the promotion to the post of Principal is given immediately as & when vacancy arises.
It should be ensured that the senior most officers of the Higher Education Department discuss the progress report every month with the office bearers of the Teachers' Association for discussion and disposal of the pending cases of the teachers. There should be a provision of 12 extra special casual/duty leave for office bearers of teachers' Association.
A legal expert should be appointed at all the district headquarters to assist the colleges to prepare the reply of court cases.
Non-teaching workload on the teachers must be reduced immediately and alternate arrangements must be done by the department for the completion of tasks other than teaching.
Rural service exemption for PH teachers.
Casual leaves for PH teachers should be increased to 20 and the casual leaves for the male teachers should also be increased.
As our higher education department is vacational department, we get summer vacations with 6 day/week working and 10 earn leaves as compared to non-vacational departments getting 30 Earn Leaves and 5 days/week working.
But in academic years 2019-20, 2020-21, 2021-22 professors are working for the last three years without any vacation continuously, so the Earned Leave should be given for three years.
Implementation of the letter of the University Grants Commission (UGC) F. no.1-2/2009( EC/PS)Pt.VII dated 10 June 2013 to grant non-compounded increments after acquiring M.Phil/ Ph.D degree by the Govt. College teachers. It is already (grant of non compounded increment on acquiring M.Phil./ Ph.D degree) approved by the Finance Department i.e UGC 6th Pay Commission guidelines. It is already implemented in universities of the State of Haryana.
3-3 days deputation should be done away with. In case of deputation on administrative exigency basis the entitlement of the TA/ DA should be accorded. And over and above a Deputation Policy is required.
Issues related to the Government/Policy
Immediately scrap the New Pension Scheme and implement the Old Pension Scheme.
NEP should only be implemented after thorough discussion with all the stakeholders including the teachers. The right of public funded Higher Education must be ensured while implementing NEP.
The post of Professor must be created in the Government Colleges and teachers should be promoted immediately.
Vacant posts of teaching and non-teaching staff in the Government Colleges should be filled with immediate effect. Some of the candidates are waiting for their joining even after the declaration of final result by the HPSC one year ago. Allow them to join with immediate effect.
The retirement age of teachers in government colleges should be raised to 60 years with immediate effect in parity with that of teachers of the Universities and the Government Aided Colleges.
Cashless medical facilities should be made available to the teachers of Government Colleges with immediate effect.
The State Government should comply with the Union Government regarding the announcement of the increase in the DA rates.
Notional increment(s) to the teachers whose joining got affected by the court cases.
Senior/Selection/PB-4 should be granted to the teachers who became regular from Guest faculty.
Only the colleges at the district headquarters should be considered urban, all other colleges should be treated as rural.
Recruitment of the Assistant Professors should be on a regular annual basis by the Directorate General of Higher Education for the smooth teaching work in the interest of students & society.
The Class I status to the Government College Teachers should be accorded from the joining/completion of probation instead of from the grant of Senior Scales as the teachers have the Grade Pay of Rs. 6000/- (Level 10 as per the Seventh Pay Commission) at the time of their joining. Also the rules pertaining to the Class I status should be notified immediately.
Issues related to affiliating Universities
There should be a common academic calendar as well as a vacation schedule for all the universities. As far as possible, it should be in line with the school vacations.
College teachers must have the right to supervise Ph.D. students like in MDU. However MDU should increase the seats from the existing 1 to 3.
An active and effective role of the college teachers should be ensured in the process of curriculum formulation by the universities.
Stop outsourcing of works related to admission and examination by the universities to the colleges with immediate effect. Due to its direct burden on the teachers, the teaching work gets affected badly.
The representatives of the Government College Teachers Association must be included in the University Executive Council as well as in the Academic council.
There should be a common scheme/syllabus of all the universities across Haryana.
Pending bills of teachers (remuneration of theory & practical exam duty, TA/DA, Paper setting, etc.) must be cleared in a time bound manner and unnecessary objections on such bills must be avoided. University officials should clearly mention all the details of the bill (Name of duty, session, total amount claimed, total amount passed, etc.) which is passed and the amount which is deposited in the account of a teacher so that the teacher must know which bills are still pending.
Role and participation in finalising syllabus for UG and PG classes by the college teachers.
More participation in the Board of Studies of the affiliating universities.
